Check which kind of PDF form it is

Attach a blank copy with the upload button above. Then open the PDF in Acrobat and move the Pan tool over a blank. An I-beam or a pointing hand marks a fillable field. If the pointer never changes, the lines are only printed.

Rename fields and write down their rules

A fillable PDF names each field for its own use, sometimes as bare as Text7. Give every question the words printed beside it. Then list what each field enforced: its format, whether it was required, any number range and any total it worked out.

Replace print, sign and mail back with Submit

Take the mailing address, fax number and Print form button out of the instructions. Decide what people see after Submit and who hears that a form arrived. Fill in the PDF and the online form with the same made-up answers and compare the two, field by field.

What each part of the PDF form becomes.

Read across each row: something in the PDF or in its field settings, what it can become online, and the check that confirms it. The labels, addresses and amounts come from an invented rental application for a property manager in Fresno, California.

A PDF form keeps its rules out of sight.

Read a fillable PDF and you see labels and boxes. Its field names, formats, required marks, calculations and button actions sit in each field's Properties, where nobody reading the page will spot them. Open those settings before you write the prompt, so the online form keeps what the PDF already enforced.

Fillable or flat

Adobe calls a PDF without interactive fields a flat form. A flat form has no settings to read, so the type of every answer, and whether it may be skipped, comes from you. Write those decisions into the prompt question by question.

Open the Fields pane

In Acrobat Pro, choose Prepare a form. The Fields pane shows the form's existing fields, and Highlight existing fields in its Options menu marks them on the page. A field with no printed label may be hidden until a box is checked. Acrobat Reader doesn't have Prepare a form, so if that is all you have, ask whoever made the form for these settings.

Read Properties field by field

The General tab shows a field's name, its tooltip and whether it is required. The Format and Validate settings hold dates, numbers and ranges, the Calculate tab holds totals, and a drop-down's own properties hold its Item List. Note each setting beside the label it belongs to.

Words you can't select

Drag across a sentence of the instructions. If nothing highlights, the page is probably a picture of the form. Type the questions, the choices and any legal text, such as the certification above the signature, into the prompt exactly as printed.

Questions nobody uses anymore

Old PDF forms keep questions from earlier versions: a fax number, a spouse's employer, a third reference. Each one you carry into the online form becomes stored data to protect. Ask the person who processes the form which answers they still use, and whether a sensitive one, such as a Social Security number, belongs on it at all.

Ask for each answer to be stored under the question people saw, so the list of submissions reads like the form rather than a field list. When you open the first saved responses, check every heading against the printed page.

Steps for a long PDF

A four-page application can become four steps, one per printed part, with a way back to change an answer. Complete it on a phone, and split any step you have to scroll through twice.

Totals worked out for people

Ask for the sums the PDF's Calculate tab produced, such as total income or a claim total, to appear on screen as amounts are entered. Compare three test submissions with the PDF before anyone relies on them.

Responses saved, not mailed

Instead of envelopes, fax pages and attachments in one person's inbox, each submission can become a saved response with a status such as Received or Approved. Saved responses and staff sign-in need a backend.

The fee, after the form

Where the PDF asked for a check or a money order, end the online form with a link to the page where the fee is paid, and give each application a paid status. Match a test payment to its application before you share the form.

Does this make my PDF fillable?

No. You build an online form with a web address of its own, and each submission can be saved as a response in your app. Your PDF stays as it is. If an agency or insurer requires its own PDF, filled in and signed, keep offering that file and ask whether the online answers can stand in for it.

Will the online form look like my PDF?

Not page for page. A PDF places boxes by position on a sheet of paper, often in two columns. On a phone, an online form usually runs in one column, in reading order. Keep the headings, part names and wording people recognize, and ask for the parts to follow the PDF's order.

My PDF is already fillable. Does that help?

Yes, because its settings tell you what to ask for. Each field's Properties records a format, a required mark, a calculation or a choice list. List them in the prompt instead of counting on them to carry over, then check every question against the printed page, since field names are often shorthand.

Can a long PDF become a form in steps?

Yes. Name the parts, for example Applicant, Residence history, Employment and Authorization, and ask for a step for each. Ask for answers to be kept when someone goes back, and test that on a phone. Questions the PDF repeated on every page need asking only once.

What replaces the signature field?

In Acrobat, a signature field can lock the other fields once someone signs. The online form can ask for a typed full name and a checked box beside the certification, and keep the date of submission. That is not a digital signature. Decide whether answers can change after Submit, and ask whoever relies on the signed PDF whether this is enough.

Where do submissions go instead of my inbox?

Each one can be saved as a response with a status, which needs a backend. The app can also email the person who processes applications when one arrives; send yourself a test first. Staff sign in with the access you describe for each collection, such as responses only the property manager can open. Sign in with a test account for each person and look.

What about the filled-in PDFs we already have?

They stay files. If you sent the form out through Acrobat, the Tracker's View Responses shows a spreadsheet of submission data. Check its column headings against the printed labels. Once those rows sit in an Excel sheet, Excel to Form covers bringing them in as past responses. Later, you can export your app's data and code, so the new responses are not stuck either.

Which plan does this need?

Keeping submissions needs a backend, and so do staff sign-in and emails, so an online form is an app with data, and putting it live needs a paid plan. A one-page site, which Free publishes, can explain the process and link to the PDF, but cannot collect answers. Model and service usage is metered separately, and the pricing page has the current plans.
